I'd say it's similar to Breaker, seeing as you can't activate 2 spell speed 1 ignition effects in a row without giving your opponent a chance to respond.

I have a priority question. Scenario:
Player A begins Main Phase. Activates Graceful Charity.
Player B (No Response). Graceful Charity resolves as normal.
Player A activates Premature Burial to Special Summon Sillva, Warlord of Dark World.
Player B (No Response). Premature Burial resolves as normal.
Player A Normal Summons Hand of Nephthys.
Player B responds with Dust Tornado, targeting Premature Burial.
Player A declares priority using Hand of Nephthys's effect and tributes both Hand of Nephthys and Premature Burial to Special Summon Sacred Phoenix of Nephthys. Dust Tornado loses its target and fails to resolve.
Is Player A correctly using his priority?

I'm sure you meant Sillva for tributing purposes.
Anyway, Player A should have declared priority(Or Player B should have asked Player A if he was going to declare priority) when summoning Hand of Nephthys to activate its effect before Player B activated Dust Tornado.

Player B jumped the gun. If Player A wants to retain priority to tribute the monsters for the effect then play would rewind and Dust Tornado would be flipped back over. Dust Tornado won't be wasted but Player A can retain priority to tribute the monsters for Nephthys' effect before Dust Tornado can be used.
