only the the battle phase effect works with skill drain

Yeah. If you control Stardust and play a Spell/Trap and Herk negates it, you can tribute Stardust for its effect and destroy Herk, assuming they lack the War Chariot.

Because Solemn is a counter trap, which is a faster speed then Stardust

I don't see why Stardust wouldn't stop Herk

this card is terrible this format
i can't believe twitter thought this card had potential
scrub..

anyways, card is only good in Necroface kinda deck.

It has no prio so yaaaaa...

and it gets easily booked/icarus/etc.
