Please post effects in the future.

If the last thing to occur was not the removal, then you cannot use the effect. It isn't always completely clear when card effects happen simultaneously. I would like to say there is always a break somewhere, but I don't believe that is always true (can't think of any cards though). But generally I'd say effects don't happen simultaneuously, anf if something happens after the effect you'll miss your timing; ie: gaining control of your opponent's monster after the tribute.

To add onto what Tenken said. You can look at it like this: In order for FL Light to get her effect, her being removed from the field by a card effect would have to be the last action to occur. That is why Magical Dimension will work (the tribute and Special Summoning occuring at the same time), and Enemy Controller won't (tribute FL Lights occurs first, then taking control of Opponents monster happens second, Light missing her timing).
