Can I use Dark Illusion to negate my opponent's Solemn Judgment when he/she attempts to Tribute Summon his/her Jinzo?

Dark Illusion vs Solemn Judgment

So from your example this is what I'm seeing.
Player A has a face down Dark Bribe that has been set for at least one turn and has one or more monsters that can be used for a tribute summon. Player B has a face down Solemn Judgement.
Player A sacrifices a monster in order to summon Jinzo.
Player B responds with a Solmen Judgment trying to negate Jinzo's tribute summon.
"Solemn Judgement" does not "target" the card it is trying to negate and destroy so no "Dark Illusion" can not be chained to a Solemn Judgement trying to negate and destroy a Jinzo, or any other dark monster for that matter.

Also note that Solemn Judgment doesn't destroy the monster. It negates it's summon.

Cept that Solemn Judgment negates the summon & then destroys the monster while its considered to be in the player's hand. Unless this question is actually about Forced Back, which doesn't target either.
