BANNED:
Judgment Dragon - This card is WAY too good. It's cost is hardly anything when compared to the 3000 attack it has and its easy summon. Even without it, Lightsworn has Celestia to destro cards, and cutting this would make Lightsworn a bit harder to run but still an extremely viable swarm/control deck.

Brain Control - This card is one of the very few cards every deck can run that will win you a game. The cost is minimal, and sometimes you won't have enough to pay it, but if you do, it can tunr things around veeeery fast.

LIMITED:
Brionac, Dragon of the Ice Boundary - Have you read it's effect? Too good for decks that rely on the graveyard.

Mezuki - This card has proven itelf to be waaaay too broken in pairs, and being at one will make Zombie players think about what they revive. Also, limiting this can keep Burial safely at 3.

Destiny Hero - Disc Commander - I never got to play when this card was useable, and it's mostly here because I wanna use it. This card could potentially make LaDD a more viable card, and many decks could find a way to use this as a draw engine. It isn't as broken as many people think...sure you draw 2 cards and get a floating monster. But Sangan is very simialr; you get a monster that you need to your hand without any risks of not getting it. The only reason Commander is better is because it is more easily searchable.

Tsukoyomi - This card is needed nowadays with all of the heavy synhroing.

SEMI-LIMITED
Mind Control - With Brain Control gone, this card can come back a bit. Self-explanatory from here.

Rescue Cat - We finally get some OCG synchroes and this deck gets killed? With Dark strike Fighter gone, this deck isnt as good as it used to be, and Cat can at least be at 2. Don't worry, Monk would stay at 1.

UNBANNED/UNRESTRICTED:
Bottomless Trap Hole - With more decks having the ability to synchro without losing any cards in hand, this card needs to come back.

Any reason why you don't want Solemn to come back to 3?

I know that Solemn is a very balanced card, but if both decks utilize them, whoever draws more faster will usually depend more on them and most likely win. :/

It's the same with Solemn at 1; just that you don't see it as much because it's at 1 and not 3. I don't like Disc Commander, either.

It did get used on me before DDD:

I just never had the cards back then to get the deck to use it with, but now I do. :/

JD doesn't need to get slashed. It needs to be at 1, yes and Charge needs to be dropped to 1 as well, that should give LS the disadvantage it needs. Disk Commander needs to stay banned even though the main reason why they banned it was because of Monster Reborn. I agree with the rest of your list even though BWs need a hit as well.

If Cold Wave was at 2, Mist Wurm and Brionac would be twice as game-winning as they already are.

Besti would be fun back at 2, Glads would see more play, and Icarus Glads could emerge. :DDD

Well Im glad you didnt add any personal bias...that alone makes the difference from a good list of someone that understands the current format and some random scrub.

That being said, its not a bad start, still some thing I feel you are not addressing, but theres plenty of time too add more...

I plan on doing one these pretty soon.
