Alright. So, i'm dueling my friend.

Friend has 1 face down monster, two face-up monsters, and 2 face down spell/trap cards.

I activate Heavy Storm.

He then chains by activating Call Of The Haunted to revive Phantom Dragon. (He revived the dragon in an attempt to then chain with the activation of his Ring Of Destruction on the dragon before his spell/trap cards were destroyed by Heavy Storm, just in case you were curious as to why he revived the soon to be dead Phantom Dragon in the first place.)

Now i'm saying, since he already was occupying 3 monster zones and Phantom Dragon takes away 3 as well (including himself), that he cannot revive him because the dragon's effect doesn't allow him to be summoned because of a lack of monster zones needed for him.

I was just wondering if I am correct or is the Phantom allowed to be revived like that.

You cannot Summon "Phantom Dragon" if you do not have 2 Monster Card Zones that you can make unusable. However, "Phantom Dragon" can be Set or Special Summoned face-down when you do not have 2 Monster Card Zones to make unusable.

So, no, you can't SS Phantom Dragon when you already have 3 monsters.

Also, you can't chain Ring of Destruction to the Call to destroy the Phantom Dragon anyway, since Phantom Dragon will not be on the field for Ring to target.

Link 1 - Heavy Storm
Link 2 - Call of the Haunted
Link 3 - Ring of Destruction

Crue, how would "another monster work"? Realistically speaking, the only monsters that you'd wanna revive like this would be Sangan or Goblin Zombie, as their mandatory trigger effects would start a new chain once this one resolved. Its perfectly legal to activate Call of the Haunted at this time for the sake of adding another link for the sake of graveyard order, Chain Strike, maybe you have Imperial Custom active or something, but not for the sake of trying to move it during the chain building process.

This is because like Unknown Survivor said, Ring of Destruction wouldn't be able to target the monster that's been targeted be Call of the Haunted, as that monster would still be in the graveyard during the chain building process when Ring of Destruction's target would need to be selected (aka, during its activation).
