Until activity picks up in our mafia games, I'd suggest there not be any silencing powers. Why? Because these powers are inevitably used on the active players and only serve to reduce the activity in the game, and thus the interest in the game, even more.

This should be done.
I remember hosting a game with multiple stuns, and people lost interest. Silence is even worse, and while one silenced person isn't the same as 2/3 stunned players, but both prevent game activity.
