Since Order is just being released in January, it isn't likely that anything will dominate at YCS Georgia. Recently they have been trying to get as much of the list as possible, so I expect many more to drop from Banned or Limited. Many decks still seem to be viable options after Order is released. The worst thing that they could do would be to ban Veiler and Maxx "C". By worst, I mean that it is not something I would like to consider but a terrible possibility.
A format without those options would probably be a Wind-Up format. I recently had someone show me the pseudo-loop for hunter and I was a impressed with the hand control from just two cards.
This format seems much less structured than many previous ones, and that might be for what Konami is aiming; since it boosts the sellability, and playabilty of many cards.

Wind-Ups would be pretty much sacky as grape as their own way of putting rank 3s out would be slow and combo based. There aren't any first turn one card Zenmaightys besides Tour Guide. Deck is Tier 2 for the rest of its existence.
Plants are obv like grapeed.
Dinosaurs are damaged some, though putting Rabbit to 1-2 would still help, although Konami could probably justify to themselves that hitting TGU was enough.
Agents sucked regardless.
Darkworld is significantly hit and becomes a little more linear.
I think ever since November this format has sucked, not because of Plants but because of Dino and Darkworld. It would be really nice to see them hit. I honestly do not care if Plants are hit because while it is a good deck, you can still play rogue plum and compete with Plants. Plants are just consistent and run a lot of solid cards, unlike Darkworld and Dinosaurs who are very unproportional with Laggia/Dolkka and Dragged Down + Grapha. It is near impossible to play rogue with these two around.

Cards like Maurading Captain, T.G. Warwolf, Gallis the Star Beast, etc are all terrible cards on their own. You will auto-scoop to a) going 2nd b) Effect Veiler c) Maxx "C" d) D.D. Crow e) not drawing a way to make Zenmaighty turn one.
To be honest I don't think Wind-Ups are a competitive deck even with Tour Guide @ 3. I mean there isn't a standard decklist so it is hard to create specific reasoning but the combo is just so linear and useless in so many game-states. Wind-Up Rat is a vanilla unless you combo-off. To me, if you took it to an event you would win over half your games without combo-ing off, which means not a lot.

TGU to 1 hurts Inzectors as much as it would hurt just about everyone else using it for consistency. Without TGU Inzectors have no turn 1 to fall back on as the Hornet Loop would have nothing to feed on.
