If you use DNA Surgery to switch it into Spellcaster, it can be used.

I think he means as the synchro monster material, and to fuse it with a spellcaster monster to make this monster.

I do believe it works, as King of the Swamp is virtually the same thing and works with just about anything else...

In short: Yes, I do believe you can sub it for the synchro material monster.

The 2nd thing isn't a problem (like it is for cards like Dark Balter that need to be Fusion Summoned with exactly what's listed), but the 1st part is. That's why Magicknight said that you'd need to use DNA Surgery, although I wish he'd just explained why to begin with.

So, just to make sure that I am clear, unless I'm missing something which is quite possible, I can't use Light Hex for either of his effects to Fusion Summon SAM unless I use DNA Surgery?

That's correct.

You can't use the Hex's effect to special summon that monster because Supreme Arcanite Magician needs to be Fusion Summoned.

Also, you can't properly Fusion Summon using the Hex because there isn't a specifically named monster to replace. If you were to make it a spellcaster then yes, but it would have nothing to do with substitutions.
