Aside from having a totally different effect, I dont think they can nerf it much more except by making it a Short Print Secret Rare for TCG (KevinTewartTrollface), once per duel, or adding a "start of main phase 1" clause to it. Assuming this sticks (insert JPEG image) How will this not be mained in 3s in everything and limited to 1 in the future? I really want to discuss the implications of such a card.

I wouldn't really run it in mainstream decks. But Exodia or Countdown would love it.

Draw for turn, play whatever, set whatever, summon this guy, draw 2, pass turn.

Really interesting and sick card. The Special Summon clause isn't quite enough though. It needs a once per turn clause. Otherwise it may as well still be abused the hell outta via Ultimate Offering and Double Summon.

EDIT: NVM it seems its effect takes care of that already. Still quite a potent effect though.

It's ok, but it isn't practical. It only feeds alternative decks like Final Countdown and Chain Burn (which is something we obviously needed!). Nothing mainstream will use this. It's also pretty subpar past turn one or two in most decks.

2 cards is nothing to laugh about and maybe it could be exploited with threatning roar/waboku/ Utopia.

Seems like the perfect fit for gadgets where you could mass spawn utopia.

Gadgets would rather normal summon and create advantage than lose a whole turn. I know UO can abuse this, but with UO you win anyways.

The card is good. But as others have said, it will not see 3 in every deck. It is a gimmick card that has its place. With the pace of the game right now, giving up your normal summon is pretty big.
I can see people advocating this as an anti-Hornet type card. Since it is easy to summon draw 2 and end without giving the inzecters things to pop. But I strongly think Inzecters laugh just as hard at empty fields as they do at full fields. Why people think they can slow-roll inzecters is beyond me unless you plan to draw into an OTK.

... skipping the End Phase alone would be an amazing arc for some decks, let alone that it's also a +1 without any investments or notable wait time (aka, Shard of Greed). So yeah, I wouldn't expect the card's effect to be the same as whats in the OP when it gets released.

If so, then I think it'll easily be the next chase card for most, if not all..

Activate Shard of Greed. Opponent plays MST on it. Next turn, summon this card and make a big grin.
