I want to say it will - even though I think it won't. I'm also reading that it will work because it's unknown whether or not it's a monster that's being sent.

He can. Wind-Up Hunter needs to tribute a wind-up monster as a cost to activate its effect. Note that it doesn't say tribute and send to graveyard. So, regardless of Dimensional Fissure, player can still play for the cost and tribute the wind-up monster. And as long as the cost is fulfilled, effect can be activated without any problem. Regarding the effect that says send 1 card from opponent's hand to grave, it will resolve without any problem. Since sending card from opponent's hand is a result of an effect, it will be sent regardless of D-fissure. It just will be banished if the sent card is monster card. Think of it as destroying a monster with Sakuretsu Armor while you have Dimensional Fissure. Instead of going to grave, it will go to banished zone.

Cool beans - I thought and hoped it would work out like that.. Looks like I need to fit 2 more D Fissures in here..
