You can Special Summon this card (from your hand) by banishing 1 Light and 1 Dark monster from your Graveyard. You can Special Summon this card (from your Graveyard) by sending 1 Light and 1 Dark monster from your hand to the Graveyard. When this card is sent from the field to the Graveyard; You can target 1 level 5 or higher Dark Dragon-Type monster in your Graveyard; Special Summon that target.

Just want to make sure that it can or cannot miss the timing now that it is out and in english.

I also want to verify timing. What happens if I use forbidden chalice, and torrential chained to light pulsar dragon? Does light-pulsar still get its effect?

I'd say these two would clear up any questions about whether or not it misses timing; if the words "When, You can..." didn't get you there.

The bold part, "when... you can" implies that it can miss its timing. However, if it says, "if... you can", it won't miss its timing since if doesn't really refer to meet a certain timing, as long as its condition is fulfilled, its effect will kick in. So, yes, Light Pulsar will miss its timing is used as synchro material or sent to graveyard as a tribute to activate/summon something.

One other question, can the effect special summon a monster if they use a spell or trap during the damage step?... like Forbidden Lance, Shrink, Horn of the Phantom Beast...

I want to say yes because the monster goes to the Graveyard at the end of damage step right?

Yes, you can. Lance/Chalice/Shrink only works while the monster targeted is face-up on field. While Light Pulsar's effect activates when it is sent to grave. Let me use this scenario: You attack with Light Pulsar Dragon, and your opponent chain Forbidden Lance. You chain Solemn to negate Lance, but your opponent chain another Solemn to negate your Solemn. Now, no matter how long the chain is, they will resolve during damage step, time in which Light Pulsar is still alive and not destroyed. After the whole chain resolves, Light Pulsar will be destroyed and sent to grave, this is where its effect will activate.

Once again, Light Pulsar's effect will only miss timing if it is sent to grave as something besides the last event, such as a cost to perform something (to tribute summon, to synchro, or to activate any s/t/monster's effect that needs a tribute monster as activation condition).
